A 109-acre former warehouse property, declared excess by the Navy, was acquired by the City and County of Honolulu.  Preliminary master-plans and engineering studies were prepared by CP&E for the City's proposed mixed-use industrial-commercial development of the area.  Our master-planning work encompassed all grading, drainage, sewer, water, electrical, and communications infrastructure.
